The topics of the module include:
1.General introduction to the governance system of the European Union: role of the institutions (European Commission, European Court of Justice, European Parliament, European Council, European Court of Auditors) and other agents, such as the Fundamental Rights Agency
2. European Internal Security - decision-making and governance (COREPER, COSI, JAI Council)
3. European Security and Justice and Home Affairs Strategies, Action Programs and their effects on the application of the law.
4. Strategic interaction between the European Union and various relevant international organizations, such as the UN, the Council of Europe, NATO, the African Union and the OSCE.
5. Interactions between the JHA EU bodies and relevant external partners.
6. The strategic aspects of the EU's external action include:
· Security in Europe following the Lisbon Treaty: CFSP and FSJ
· Structure and objectives of EU missions
· Security Sector Reform (SSR) concept of the EU and cooperation between civilians and the military in the reform and external police training
· Agreements with candidate countries and countries of the European Neighborhood Policy
· Geographical priorities, dialogue and transatlantic police cooperation
7. The strategic aspects of the evolution of European police cooperation: From Trevi to Europol
8. EMPACT strategic aspects and the EU policy development cycle
9.-Strategic development of bilateral and multilateral agreements, as well as the Schengen and Prüm Agreements
Los temas del módulo incluyen:
1.Introducción general al sistema de gobernanza de la Unión Europea: papel de las instituciones (Comisión Europea, el Tribunal Europeo de Justicia, Parlamento Europeo, Consejo Europeo, el Tribunal de Cuentas Europeo) y otros agentes, tales como la Agencia de Derechos Fundamentales
